WV Man Arrested After Assault & Threatening To Kill Victims Children

On Tuesday, January 15, 2019 at approximately 1945 hours, the Maryland State Police Cumberland Barrack received a 911 call regarding a female that had been assaulted with an edged weapon and dumped along Maryland Route 51 at Landis Drive.  Troopers arrived and secured the scene for EMS.  The victim was a 35-year-old white female.  Information was obtained that the suspect, Victor Lee Kitchen, 53 years of age, was the live-in boyfriend of the victim and that he was going home to Cacapon Road, Great Cacapon, West Virginia to kill the children.  He was driving an olive green 2018 Dodge Challenger, bearing West Virginia registration.  The children consist of two (2) daughters of the victim from a previous relationship, a 14-year-old and a 16-year-old.  Contact was made with Morgan County West Virginia police dispatch and the information was relayed.  Deputies from the Morgan County Sheriff’s Office as well as Troopers with the West Virginia State Police were immediately dispatched with the information.  Deputy Jenkins of the Morgan County Sheriff’s Office located the vehicle at the address and took the suspect into custody without incident.  The two (2) daughters were located unharmed at the residence.  The incident occurred when Kitchen swung a knife at the victim while driving southbound on Maryland Route 51 during an argument.  The victim suffered a laceration to her left hand at that time.  Kitchen then began to drive erratically, swerving toward incoming traffic at times.  The victim then shifted the transmission of the vehicle into the ‘Park’ position from the front passenger seat, causing the vehicle to stop in the roadway.  She then exited the vehicle and attempted to run, but Kitchen tackled her to the asphalt and began to slam her head into the ground.  The occupants of the vehicle behind them stopped and the passenger exited his vehicle, ran toward Kitchen and the victim and yelled.  Kitchen then returned to his vehicle and fled the scene. 

     

The suspect is being held in Morgan County, West Virginia, awaiting extradition.  The suspect was further determined to be prohibited from possessing firearms and was found to be in possession of firearms at the residence.  He was charged with DUI and a firearms violation in Morgan County, West Virginia.  The victim was transported to the Western Maryland Regional Medical Center for treatment.  Her injuries consist of a laceration to the left middle finger and an abrasion to her left leg.
