Monroe Street CDS Arrest

On Sunday, January 11th, 2026, an officer with the Cumberland Police Department conducted a traffic stop on Monroe Street. Officers made contact with the driver, Dale Franklin Wright II, and a passenger, Kathleen Susan Weirs. During the course of the traffic stop, a police K-9 was deployed to conduct a free-air sniff of the exterior of the vehicle. The K-9 indicated the presence of CDS inside the vehicle. A subsequent search resulted in officers locating multiple CDS-related items, including suspected crack cocaine and drug paraphernalia. During the traffic stop, officers determined that Weirs had an active arrest warrant issued by the Carroll County Circuit Court. As a result, Wright and Weirs were placed under arrest, and issued criminal citations for the CDS related offenses. Wright was released from the scene pending trial. Weirs was transported to the Allegany County Detention Center for an initial appearance, where she was remanded to the Allegany County Detention Center.
