City Discusses Right-of-Way Permits

Kathy Cornwell has spent over 40 years in local media, starting her career with an internship at WCBC in the late 1980s. After graduating from Frostburg State University, she worked extensively in cable television advertising and programming with Comcast. From 2002 to 2005, she was married to WCBC's Jim Robey. Kathy returned to the News Department at WCBC in 2023. She lives in Cumberland with her husband, retired radio station manager Rich Cornwell.

The Cumberland Mayor and City Council discussed right-of-way permits during Tuesday’s Open Work Session.  The permit will be a requirement for anyone who interferes with metered or timed control zones, whether for construction or moving purposes.  City Administrator Jeff Silka says the permits will also be required in residential areas…

“One day free, and then $25 a week, and then $100 a month, and then you have the permit renewed every month.  So, we have a little bit of control and maybe give some incentive especial with people who just put the dumpsters out, they just kind of use it when they need it because you’re impacting the neighborhood.  And then if you’re at a metered-zone or a timed control zone, then that would be $8 a day, $40 a week, $160 a month.”
