Gay Street Assault, Disorderly Conduct Arrest

On Thursday, May 21st, 2026, the Cumberland Police Department responded to an assault report at an apartment complex in the 900 block of Gay St. Upon arrival, officers located a male victim with obvious head and facial injuries that required immediate medical attention. Officers then contacted a witness and obtained security footage showing the altercation. Observers noted that a male suspect suddenly attacked and knocked the victim unconscious. The suspect then continued to strike the victim in the head after the victim fell to the ground unconscious. Following the investigation, Herbert Frank Twitty, 40, of Cumberland MD, was arrested. He appeared before a District Court Commissioner for an Initial Appearance and was remanded to the Allegany County Detention Center. He is currently being held without bond.
