Gov. Morrisey Announces Appointment of William “Bill” D’Aiuto as Chief Operating Officer of the Department of Human Services

Governor Patrick Morrisey today announced the appointment of William “Bill” D’Aiuto as Chief Operating Officer (COO) of the West Virginia Department of Human Services (DoHS), a newly created leadership position designed to strengthen operational oversight and improve the delivery of services to West Virginians. “West Virginia taxpayers deserve a government that is efficient, accountable, and focused on results,” said Governor Morrisey. “Bill D’Aiuto brings more than three decades of experience managing large and complex human services systems. His proven record of improving operations, reducing administrative burdens, and supporting frontline workers makes him the right person to help support the Department of Human Services continue its efforts to improve performance across its program.”
The Chief Operating Officer position was established in recognition of the size and complexity of the programs administered by DoHS. The role will focus on ensuring taxpayer dollars are managed responsibly by identifying opportunities to improve efficiency, streamline operations, reduce administrative burdens, and increase staff capacity through technology, policy, and process improvements.
As one of the largest departments in state government, DoHS administers a broad range of programs serving hundreds of thousands of West Virginians and oversees major initiatives involving child welfare, Medicaid, SNAP, economic assistance, and behavioral health services. The addition of a dedicated operational leader will allow the department to further strengthen performance, accountability, and service delivery across all program areas.
D’Aiuto brings more than 30 years of public service experience to West Virginia. Most recently, he served as Agency Director for the City of Petersburg Department of Social Services in Virginia. Prior to that, he held senior leadership roles with the Virginia Department of Social Services, the Texas Health and Human Services Commission, and the Florida Department of Children and Families.
During his tenure in Texas, D’Aiuto oversaw more than 7,000 employees and managed a budget exceeding $1 billion while directing eligibility operations for SNAP, TANF, Medicaid, and support programs for elderly and disabled residents. In Florida, he held multiple executive leadership positions, including Chief Innovation Officer and Central Region Managing Director, where he led efforts to improve service delivery, modernize operations, and reduce administrative burdens on frontline staff.

D’Aiuto holds a Master of Public Administration and a Bachelor of Arts in Political Science from the University of Central Florida. He will begin serving as Chief Operating Officer effective Monday, June 8, 2026.
