North Centre Street Disturbance Arrest

On Friday, June 26, 2026 at approximately 3:13 AM, the Cumberland Police Department responded to the 600 block of N. Centre St. for a disturbance in progress. Upon arrival, officers of the Cumberland Police Department observed William Bickling and Dixie Chapman shouting at several people that resided in the area. Both Chapman and Bickling were instructed to stop shouting. Both were instructed earlier in the evening not to return to area and create a disturbance. Both Bickling and Chapman were continuing to shout loudly at the victims. Both Bickling and chapman were placed under arrest. Bickling and Chapman are currently in detention at the Allegany County Detention Center waiting to be seen by a District Court Commissioner for initial appearance

CHARGES: Disorderly Conduct, Failure to obey a reasonable and lawful order

ARRESTED: Dixie Chapman AGE: 18 Cumberland, MD
CHARGES: Disorderly Conduct, Failure to obey a reasonable and lawful order
