West Second Street Burglary Arrest

On Thursday, July 2nd, 2026, the Cumberland Police Department responded to a vacant property in the 100 block of West Second St regarding a breaking and entering report. Upon arrival, officers confirmed that no persons should be inside the property because it was currently being renovated. With permission, officers entered the property and located two subjects inside. As a result, William Glenn Bickling, 21, and Dixie Chapman, 18, both of Cumberland MD, were placed under arrest. Both appeared before a District Court Commissioner for an initial appearance and were released. Bickling was released on a $1,000 unsecured bond. Chapman was released on her own recognizance.
