Mayoral Candidate Creates Tension at City Hall

Darrell Lee Powell, a candidate for Mayor of Cumberland, turned heads at City Hall on Wednesday when he apparently videoed City Clerk Alison Layton during a discussion over campaign reports. Powell made two visits to City Hall, stating his Fourth Amendment rights were being violated by being made to sign in at the hall rotunda. Powell took issue with Layton on deadlines for campaign finance reports, becoming angry and repeatedly telling her she was in the wrong. Layton said she discovered there had been a mistake on due dates for documentation and apologized for the error while Powell continued to video the discussion.
