Centre Street Littering Arrest

On Thursday, August 6, 2026, Cumberland Police Department Officers responded to a park on Centre Street for a report of individuals sleeping in the area. Upon arrival, William Bickling and Dixie Chapman were observed surrounded by a large amount of trash. Both Bickling and Chapman were arrested and cited for littering. They were released pending their trials.
