Citation for Bedding Outdoors

On Wednesday, September 10th, 2026, officers with the Cumberland Police Department were conducting foot patrols in the area of the Times News when they observed a male subject with bedding set up outdoors. Officers contacted the male subject and identified him as Johnny Lee Schriner, 79, of Cumberland MD. Schriner was advised to collect his belongings and was issued a civil citation for setting up bedding outdoors. He was released, pending trial in District Court.
