City Police Report for Sunday
On Saturday, September 12, 2026, Cumberland Police Department Officers served a bench warrant on Jennifer Martinez. The warrant was issued after Martinez failed to obey the terms of her probation set in a destruction of property case on April 9, 2026. Martinez was arrested and transported to the Allegany County Detention Center, where she awaits her trial.

CHARGE: Violation of Probation (Malicious Destruction of Property)
Adult Arrest
On Saturday, September 12, 2026, Cumberland Police Department Officers responded to a disturbance in the area of Market Street. Upon their arrival, they observed the victim, who was bleeding from a head injury. The victim advised that he was walking through the area and was attacked by a male he identified as Christopher Cook. Through the investigation, it was learned that Cook struck the victim with a large blunt object in the head. Cook then continued to assault the victim by biting and punching him. Cook was located and placed under arrest for the assault. A search of his person yielded controlled dangerous substance paraphernalia. Cook was transported to the Allegany County Detention Center, where he was held awaiting his trial.
An additional arrest warrant was located for Cook after being placed under arrest. The warrant was issued on February 19, 2026, after Cook failed to appear in court on a trespassing case. It was served once Cook was transported to the Detention Center.
ARRESTED: Christopher Scott Cook, 29, Cumberland, MD.
CHARGES: Assault First Degree, Assault Second Degree, Reckless Endangerment, CDS Paraphernalia Possession, Failure to appear (Trespassing Posted Property).
Warrant Arrest
On Saturday, September 12, 2026, Cumberland Police Department Officers responded to the double-digit block of North Liberty Street for the report of a theft. Upon their arrival, Officers met with the victim, who advised a male had taken her purse that was sitting on a table. Through the investigation, a suspect’s information was broadcast, and Officers later located him in the area of Queen City Drive. As a result, Loy Linaweaver was placed under arrest. A search of his person yielded controlled dangerous substance paraphernalia. Linaweaver was arrested and transported to the Allegany County Detention Center, where he was released on his own recognizance pending his trial.
ARRESTED: Loy Dale Eugene Linaweaver, 66, Cumberland, MD.
CHARGES: Theft Less than $1,500, CDS Paraphernalia Possession
Warrant Arrest
On Sunday, September 12, 2026, Cumberland Police Department Officers responded to a parking lot in the area of Willowbrook Road for the report of a suspicious female tampering with a vehicle. Upon arrival, Officers observed the female, whom they recognized as Kelly Carey, inside a business vehicle with obvious damage. The Officers approached Carey and attempted to place her under arrest. Carey resisted the Officers but was eventually able to be placed into hand restraints. As a result of the investigation, an arrest warrant was issued, and Carey was transported to the Allegany County Detention Center, where she awaits her trial.
ARRESTED: Kelly Lynn Carey, 43, Cumberland, MD.
CHARGES: Rouge and Vagabond, Malicious Destruction of Property, Resist Arrest, Litter Dump less than 100 Pounds.
Adult Arrest
On Saturday, September 12, 2026, Cumberland Police Department Officers were in the 600 Block of Second Street handling a routine call for service when a disturbance broke out across the street. As the Officers walked over toward the disturbance to separate the disorderly crowd, a male who was later identified as Cristian Mulkey ran through the crowd and struck the victim. An Officer placed Mulkey under arrest for the assault. He was transported to the Allegany County Detention Center, where he was released on his own recognizance pending his trial.
Furthermore, the Cumberland Police Department is actively investigating the large fight that produced the disturbance. Once the investigation is completed, applications for charges will be submitted for the involved individuals.

CHARGES: Assault Second Degree, Malicious Destruction of Property, Affray, Disorderly Conduct.
