City Police Report for Tuesday

**ADULT ARREST**

On Monday, September 14, 2026, Cumberland Police officers responded to the area of S. Central Avenue in Cumberland, Maryland, for a report of a male subject brandishing a firearm.

During the investigation, officers contacted multiple complainants and identified the suspect as Samad Jabri Waller. Waller was subsequently located in an alley near S. Central Avenue and taken into custody.

The investigation determined that Waller pointed a black handgun at an SUV before pointing the firearm at a passing vehicle. The complainant reported that Waller had his finger on the trigger and that they feared for their safety during the encounter.

Waller was arrested in connection with the investigation and transported to the Allegany County Detention Center, where he appeared before a District Court Commissioner for an initial appearance where he is currently being held without bond.

CHARGES: Assault First Degree, Assault Second Degree, Reckless Endangerment, Handgun on Person

 

**ADULT ARREST**

On Monday, September 14, 2026, the Cumberland Police Department, assisted by the Combined County Criminal Investigation Unit (C3I) and Cumberland Emergency Response Team (CERT), executed a search and seizure warrant at a residence in the 200 block of South Central Avenue in Cumberland, Maryland.

The search was part of an ongoing firearm-related assault investigation. Officers found live ammunition inside the residence. The resident, Wayne Eugene King, was determined to be prohibited from possessing firearms and ammunition because of prior qualifying convictions.

King was arrested in connection with the investigation and transported to the Allegany County Detention Center, where he appeared before a District Court Commissioner for an initial appearance. He is currently being held without bond

CHARGES: Illegal Possession of Ammunition

 

**ADULT ARREST**

On Monday, September 11, 2026, officers with the Cumberland Police Department were contacted regarding a reported robbery. The reporting party advised that he had given an individual a ride to a residence in the 400 block of Grand Avenue. Upon arriving, the individual allegedly removed the complainant’s iPhone from his shirt.

 

The complainant stated that he observed the individual, identified as Kyle Phillip Humberton, walk toward the residence and then attempt to cut through a nearby yard. The complainant exited his vehicle and confronted the individual. The two reportedly exchanged words before becoming involved in a physical altercation.

 

The complainant advised that after the altercation ended, Humberton allegedly removed a knife from his pocket and attempted to get the complainant to walk toward the alley between Grand Avenue and Arch Street to continue the confrontation. The complainant left the area and went to the Cumberland Police Department to report the incident. The investigating officer completed an application of charges, and an arrest warrant was issued.

 

On September 14,2026 Humbertson was arrested in connection with the investigation and transported to the Allegany County Detention Center, where he appeared before a District Court Commissioner for an initial appearance and is currently being held without bond.

CHARGES: Assault First Degree, Assault Second Degree, Robbery, Armed Robbery, Dangerous Weapon W/Intent to Use, Theft

 

**Adult Arrest**
On Monday, September 14, 2026, the Cumberland Police Department arrested James William Whetstone on two active Bench Warrants issued by the Allegany County District Court on September 2nd, 2026.

The warrants allege that Whetstone failed to appear in District Court on September 2nd for previous charges of CDS Possession not Cannabis and CDS Possession of Paraphernalia.

Whetstone was taken before a District Court Commissioner for an Initial Appearance and was released on a $500 unsecured bond
