Washington Street CDS Paraphernalia, Littering, Remove Physical Evidence Arrest

On Friday, September 18, 2026, Cumberland Police Department Officers responded to the 200 block of Washington Street for a trespassing complaint. Officers arrived on scene and located Loy Linaweaver. While speaking to Linaweaver he dropped a pipe commonly used to smoke controlled dangerous substances. Linaweaver picked up the pie and then threw it, in an attempt to destroy the evidence. Linaweaver was placed under arrest. A search of his person yielded additional controlled dangerous substance paraphernalia. Linaweaver was transported to the Allegany County Detention Center. At the time of this release he awaits his initial appearance before a District Court Commissioner.

ARRESTED: Loy Dale Eugene Linaweaver, 66, Cumberland, MD.
CHARGES: 2 counts of Possession of CDS Paraphernalia, Littering under 100 lbs, Alter/Remove Physical Evidence
