Violation of Probation Arrest

On September 24th, 2026, officers with the Cumberland Police Department served an active bench warrant on Phillip Stephen Kaplon. Kaplon was arrested on a bench warrant issued by the Allegany County District Court. The warrant alleges that he violated the terms and conditions of probation stemming from a previous conviction for driving without a license. Following the warrant service, Darr appeared before an Allegany County District Court Commissioner for a bond hearing. She is currently being held at the Allegany County Detention Center without bond.
