West Virginia residents will vote on a proposed amendment to the state’s constitution during November’s election.  The amendment is entitled “Citizen Requirement to Vote in West Virginia Elections” which will further limit voting rights to only those with West Virginia citizenship for elections held within the state. Secretary of State Kris Warner says the wording makes it harder for the rule to change again…

“They might come back later and say hey we want to allow non-citizens to vote in municipal elections. To do that, they’re going to have to have a two-thirds vote in the house, a two-thirds vote in the senate and then it’s going to have to go to the ballot box and receive a 50% plus one vote to change this constitutional amendment.”
