Burglary, Theft, Malicious Destruction of Property Arrest

On September 15th, 2026 at approximately 6:45 a.m., an officer from the Cumberland Police Department responded to Klotz Mills Apartments regarding a report of a breaking and entering. The officer met with a building representative who advised they had video surveillance of a white male breaking into the storeroom area. The subject then removed a bicycle from the storeroom. The building’s representative also advised that they positively identified the male as Kelson Andrew Serafin. The officer reviewed the video footage and contacted Serafin. Serafin provided the bicycle’s location and was subsequently placed under arrest. He was transported to Central Booking. He was later presented before a District Court Commissioner, for an initial appearance, and released on an unsecured bond of $5,000.00.
