A number of bills are in motion in Annapolis to address different issues dealing with the continuing situation around Bel Air’s water system. On Tuesday, hearings were held on five different bills. HB1187, sponsored by Delegate Jim Hinebaugh had testimony from Allegany County Attorney Lee Beeman on how the bill would help an eminent domain scenario…

“We believe this bill would provide us with the best opportunity to allow us to do so because it would allow the cost of reasonable improvements that are necessary to make the water system safe, reliable, and affordable to be reduced from the market value on the taking.”
