Criminal Summons

On Wednesday, May 13, 2026, officers from the Cumberland Police Department, assisted by the Allegany County Sheriff’s Office, responded to the Canal Place area in Cumberland after receiving a report of a suicidal female threatening to jump from a bridge. After searching the area, officers located the individual, identified as Starasia Smith, behind the Cumberland Times-News building near Canal Place.

As officers attempted to speak to Smith, she became uncooperative, repeatedly displayed a canister of pepper spray, and made threats toward the officers and an Allegany County Sheriff’s deputy.

Officers continued to de-escalate the situation. During the encounter, Smith crossed onto private railroad property after being advised that she was trespassing. Smith was subsequently detained without further incident.

Charges were later filed through the Allegany County District Court Commissioner’s Office and a criminal summons was issued. The summons was served on Smith on Saturday, May 17th, 2026.

CHARGES: Assault 2nd Degree, Trespassing- Railroad Property
