Henderson Ave CDS, Bbicycle Arrest

On Tuesday, September 1st, 2026, an officer with the Cumberland Police Department observed a male subject on Henderson Ave operating a bicycle on the sidewalk in violation of Cumberland City ordinace. Officers stopped the male, advised him of the offense and identified him as Andrew Leslie Leese, 38, of Bedford PA. At that time, officers learned Leese had an active bench warrant issued by the Allegany County Circuit Court. The warrant stemmed from a Grand Jury Indictment on August 19th, 2026, charging Leese with numerous CDS related charges, including possession and distribution of narcotics. As a result, officers arrested Leese and searched him incident to arrest. During the search incident to arrest, officers discovered Leese possessed a quantity of suspected crack cocaine and CDS paraphernalia. Leese later appeared before a District Court Commissioner for an Initial Appearance and was remanded to the Allegany County Detention Center. He is currently held without bond.
