Pennsylvania Man Arrested After Indecent Exposure

On July 11, 2026, at approximately 2:30 p.m., deputies with the Allegany County Sheriff’s Office attempted to locate a gray in color, GMC pickup truck, after the Maryland State Police received a public complaint that the driver had just indecently exposed himself to several individuals, including a child, at the Braddock Square Shopping Plaza in LaVale Maryland.

Shortly after the information was broadcast, a deputy located the suspect vehicle traveling eastbound on Interstate 68. The deputy attempted to initiate a traffic stop by activating emergency lights and siren; however, the driver failed to stop and began to flee.

The vehicle was ultimately stopped on the shoulder of Interstate 68, east of Cumberland. The driver refused repeated commands to exit the vehicle. When he finally exited the vehicle, he became combative with the deputy attempting to place him under arrest. Following a struggle on the roadway, the deputy successfully took the suspect into custody with assistance from two Maryland State Troopers who arrived shortly after the struggle began.

EMS responded to evaluate the suspect following minor injuries he sustained during the struggle.

The suspect was identified as Todd Charles German (DOB: April 24, 1968), of Pennsylvania. German was transported to the Allegany County Detention Center, where he is being held pending his initial appearance before a District Court Commissioner.

The Allegany County Sheriff’s Office charged German with Second-Degree Assault on a Law Enforcement Officer, Obstructing and Hindering, and multiple traffic offenses. The Maryland State Police have additional charges related to their initial call for the Indecent Exposure.
