Staffing Shortages at North Branch Correctional Institute

Critical staffing shortages at North Branch Correctional Institute (NBCI) as the facility continues to operate under severe conditions with insufficient support from Governor Wes Moore (D) and Secretary Carolyn Scruggs of the DPSCS. The dangers of these staffing levels were highlighted this week when an officer was assaulted in the Housing Unit 3 medical room. The incident involved an inmate who was waiting to be seen by medical staff for chest pains. Current staff members report that “staffing levels are at their lowest point since 2013, the year Officer Hillard was tragically stabbed.”
