Foul Play not a factor in accident involving FSU student

An investigation into the circumstances surrounding a Frostburg State University student who fell from a 6th floor window of Westminster Hall has determined that no foul play was involved.

Law enforcement first became aware of the incident on 04/10/2017, at 8:44 PM, when the Frostburg State University Police were contacted and advised that a student was found unconscious at the rear of Westminster Hall, suffering from serious injuries, which included numerous broken bones.

Initial responding FSU Officers were quickly able to determine that the victim, 19 year old Orion Samson Belete, a student from Silver Spring, Maryland, had fallen from a window located in his dorm room on the 6th floor. The Frostburg Area Ambulance responded, as well, and transported the victim to the Western Maryland Regional Medical Center. The victim was airlifted that evening to the University of Maryland R. Adams Cowley Shock Trauma Center in Baltimore for continued treatment of the numerous serious injuries he sustained as a result of the fall.

The C3I Unit was contacted and Investigators responded to the scene to assist in the investigation. Investigators obtained a search warrant for the dorm room to search for any evidence of criminal activity. The scene was processed by members of the Maryland State Police Forensic Sciences Division.

Investigators conducted numerous interviews and learned that the victim had been at a large off campus party earlier that evening and had been drinking heavily and was under the influence of alcohol. He was escorted back to his dorm room by friends due to his condition.

A review of surveillance video confirmed the information Investigators had obtained from witnesses, and further helped Investigators develop a time line and determine that the victim was alone in his dorm room at the time of the incident.

Investigators also subpoenaed hospital records and learned that the victim had a blood alcohol level well above the legal limit, and had other illicit substances in his system, as well, confirming what witnesses had told Investigators earlier concerning his condition at the time.

Investigators were also able to interview the victim on 04/19/2017 at Shock Trauma, where he continues to be treated for his injuries. The victim confirmed that no one else was involved in the incident.
