WV Launches Blue Envelope Initiative

West Virginia recently launched a new initiative called the Blue Envelope designed to improve communication during traffic stops involving drivers with autism, dementia, or intellectual development disabilities.  Governor Patrick Morrisey says the program provides individuals with a blue envelope to keep needed information together in case of a traffic stop, and it provides context and safety for both the driver and officer…

“The Blue Envelope Program helps bridge that gap, provides that critical information and helps drivers communicate a little bit more clearly when, maybe, they’re not able to do it as effectively at that particular pressure point.”
