Beachgoers Ducking Canopy Rules in Ocean City

Ocean City has enacted a beach rule stating that no canopies can be erected before 10 a.m.  However, imaginative visitors have discovered a way around this rule by lining up chairs and umbrellas.  Observers have seen as many as ten chairs lined up to reserve a prime spot at the beach.  City officials are emphasizing education and discussion over fines and misdemeanor charges.
