Allegany County Suspends EMS Chief after Criminal Charges are Filed

Allegany County’s Chief of Emergency Medical Services has been suspended as the result of a criminal investigation related to illegal hunting activites. According to a release from Allegany County Government the Department of Emergency Services became  aware of an alleged violation of law by EMS Chief Christopher Biggs. Allegany County suspended Biggs, effective  immediately, pending trial and further investigation by county government. The allegations, which resulted in criminal charges being filed against Biggs, occurred outside the scope of his employment. Shortly after the county press release was issued,  West Virginia Natural Resources Police confirmed that Biggs and 7 other area residents have been charged with hunting crimes that span three West Virginia counties and part of Maryland. The county press release noted that the current charges are unrelated to recent  complaints made against Biggs by union members. Those recent complaints included allegations of “questionable ethics and integrity”.  Tuesday’s suspension continues a pattern of questionable management at EMS over several years.  In January 2019, county officials said Dick DeVore, the Department of Emergency Services director, and Robert Pattison, the Emergency Services division chief, were no longer employed by the county, but didn’t provide a reason. Prior to that, DeVore was the subject of a Maryland State Police investigation that included allegations of prostitution, drug distribution and using his office and work vehicle to have sex with individuals while employed by Allegany County. The press release concludes by stating that due to confidentiality of employee  information, Allegany County Government will release no additional information regarding this matter.  Lt. Michael Salvadge  will serve as Acting Chief of Emergency Medical Services in the interim.

On Tuesday, Allegany County Department of Emergency Services became  aware of an alleged violation of law by Christopher Biggs, Chief of Emergency  Medical Services. Allegany County Government suspended Chief Biggs, effective  immediately, pending trial and further investigation by Allegany County Government.  The allegations, which resulted in criminal charges being filed against Chief Biggs, occurred outside the scope of Chief Biggs’ employment and are unrelated to the recent  complaints regarding his employment as Chief of Emergency Medical Services for  Allegany County Department of Emergency Services. Lieutenant Michael R. Salvadge  will serve as Acting Chief of Emergency Medical Services in the interim.  

Allegany County Department of Emergency Services and Allegany County Department  of Human Resources continues its investigation of any previous complaints received  concerning matters of Chief Biggs’ employment. Due to confidentiality of employee  information, Allegany County Government will release no information regarding the  above matters.
