On June 4th, 2023 officers of the Cumberland Police Department served an Arrest Warrant on Ronald Ketterman and a Criminal Summons on Delores Spencer. The Arrest Warrant and Criminal Summons were issued by the District Court stemming from an assault investigation that occurred on June 3rd, 2023. During the incident an officer of the Cumberland Police Department was on a separate call for service in the 200 block of Greene Street when they could hear a large disturbance coming from the area of the 200 block of Avirett Avenue. Upon officer’s arrival they observed the disturbance and separated the parties involved. Officers interviewed the parties and reviewed evidence that was available, and discovered that the parties involved had previous altercations that escalated to this incident. One of the victims advised that they were assaulted by two juveniles, and another victim advised that when they tried to stop the assault, Spencer and the juveniles then began to assault them. As the incident progressed a victim stated that Ketterman had brandished a knife and threatened to stab them. An application for charges was completed against Ketterman and Spencer for the incident and were later served. Spencer signed for her Criminal Summons and was released pending her trial at District Court. Ketterman was served with his Arrest Warrant and was taken before a District Court Commissioner where he was held without bond.
Arrest: Ronald Wayne Ketterman, age 37, Cumberland Maryland.
Charges: Assault First Degree, Assault Second Degree, Affray, Disorderly Conduct.
Arrest: Delores Sue Laura Spencer, age 32, Cumberland Maryland.
Charges: Assault Second Degree, Affray, Disorderly Conduct, Disturbing the Peace

Arrest Warrants Served
On August 23rd, 2022 officers of the Cumberland Police Department served an Arrest Warrant on Shaheed Shamarr Montgomery. The Arrest Warrant was issued by the District Court stemming from an assault investigation. During the investigation officers responded to the 600 block of East First Street for a reported assault. At the conclusion of the investigation, it was learned that the victim was struck several times and strangled by Shaheed. Evidence was obtained and an application for charges was completed against Shaheed. Shaheed was placed under arrest and was taken before a District Court Commissioner where he was held on a $15,000 bond.
Arrest: Shaheed Shamarr Montgomery, age 33, Cumberland Maryland.
Charges: Assault 1st Degree, Assault 2nd Degree, Child Abuse 2nd Degree – Custodial, Reckless Endangerment
Criminal Summons Served
On August 23rd, 2022 officers of the Cumberland Police Department served a Criminal Summons on Amanda Linn Owens. The Criminal Summons was issued by the District Court stemming from multiple incidents. Owens signed for her Criminal Summons and awaits her trial at District Court.
Arrest: Amanda Linn Owens, age 36, Cumberland Maryland.
Charges: 8 Counts of Contributing to the Condition of a Minor, and 8 Counts of Neglect of a Minor.
