On Tuesday, July 23rd, 2024, the Cumberland Police Department served two Arrest Warrants on Rochelle Dawn Kenney. The warrants were issued by the Allegany County Circuit Court for violating the conditions of her pretrial release and failing to appear for her trial regarding a theft. Kenney was taken before a District Court Commissioner for an initial appearance where she was remanded to the Allegany County Detention Center. She is currently being held without bond.
Arrest: Rochelle Dawn Kenney, age 36, Paw Paw, West Virginia.
Charges: Failure to Appear, Violation of Pre-Trial Release.
On Tuesday, July 23rd, 2024, The Cumberland City Police Department served two active Arrest Warrants on Thomas Scannell Jr, 63, of Cumberland MD. The warrants were issued as a result of incidents that occurred on May 24th and July 15th at an apartment complex on N. Liberty St. During both of these incidents, it is alleged that Scannell harassed female victims, assaulting them and making inappropriate sexual contact. At the time Scannell was served, he was being held without bond at the Allegany County Detention Center for a previous arrest. He continues to be held without bond at this time.
Arrest: Thomas Scannell Jr, age 63, Cumberland, Maryland.
Warrants: Assault Second Degree x2, Sexual Offense-Fourth Degree.

On Wednesday July 17th, 2024, Officers of the Cumberland Police Department served an Arrest Warrant on Melvin Hairston. The Arrest Warrant was issued by the District Court when he failed to appear for his trial on July 16th, 2024. Hairston was taken before a District Court Commissioner where he was released on his own recognizance.
Arrest: Marvin Tyrone Hairston, Age 65, of Cumberland, Maryland.
Charge: Failure to Appear.
On Wednesday July 17th, 2024, Officers of the Cumberland Police Department served an Arrest Warrant on John Larrick. The Arrest Warrant was issued by the District Court stemming from a citizen filing charges. Larrick was taken before a District Court Commissioner where he was released on his own recognizance.
Arrest: John Christian Larrick, Age 42, Cumberland Maryland.
Charge: Six Counts of Theft $110-$1,500, Three Counts of Theft $1,500-$25,000, Theft Scheme $100 – $1,500 Unlawful Motor Vehicle Taking.
On Wednesday July 17th, 2024, Officers of the Cumberland Police Department served an Arrest Warrant Debbie Freedman. The Arrest Warrant was issued by the District Court stemming from an incident earlier in the evening in the 10,000 block of Willowbrook Road. During the incident Debbie had begun to assault a security guard, and attempted to stab them. Freedman was remanded to the Allegany County Detention Center where she awaits her initial appearance before a District Court Commissioner.
Arrest: Debbie Freedman, Age 59, Frostburg, Maryland.
Charges: Assault First Degree, Assault Second Degree, Reckless Endangerment, Disorderly Conduct.
On Thursday July 18th, 2024, Officers of the Cumberland Police Department served an Arrest Warrant on Jessica Sites. The Arrest Warrant was issued by the District Court when she failed to appear for her trial on October 4th, 2021. She was taken before a District Court Commissioner where she was released on her own recognizance.
Arrest: Jessica Lee Sites, age 28, Cumberland Maryland.
Charges: Failure to Appear.
