CDS Arrest Made After Traffic Stop

On November 4, 2020, an officer on patrol observed a traffic violation on a vehicle in the area of Queen City Drive and Centre Street.  The officer conducted a traffic stop and made contact with the occupants of the vehicle.  Based on the officer’s observations, a K9 was requested to conduct a free air sniff of the vehicle for the odor of drugs, which resulted in a positive alert.  A search was conducted and suspected Crystal Methamphetamine and CDS paraphernalia was located.  As a result of the search, Tyler Waid Sutton, 22 of Garrett, PA was placed under arrest and transported to the Cumberland Police Department where he was processed.  Sutton was then transported to the District Court Commissioner for his initial appearance and was released on his own personal recognizance.

Charges:  CDS Possession Other than Marijuana

                  CDS Possession of controlled paraphernalia

On October 17, 2020, officers conducted a traffic stop on a vehicle in the area of Park Street and Baltimore Avenue for traffic violations. Officers learned that the vehicle was not registered and displaying registration plates issued to another vehicle. A police K-9 was called to the scene and conducted a free air scan of the vehicle.

While completing the scan, the K-9 indicated a positive alert for the odor of CDS. A probable cause search was then conducted on the vehicle and the occupants. During the search, officers located an amount CDS that indicated that, Michael Keech, age 44, of Hagerstown, and Robin Swift, age 49, of Hagerstown, where involved in the distribution of narcotics.

Subsequently, both subjects were arrested. Keech was charged with CDS possession with intent to distribute narcotics, CDS possession not marijuana, and traffic violations. Swift was charged with CDS possession with the intent to distribute narcotics, conspiracy to possess CDS with intent to distribute narcotics, and conspiracy to possess CDS not marijuana.

Following their Initial Appearance Hearing in District Court, Keech was remanded to the Allegany County Detention Center on $5000 bond, and Swift was remanded held without.
