On Saturday, May 17th, 2025, the Cumberland Police Department served Criminal Summonses on Araya Maureen Plauger, 31, of Ridgeley WV, and Keith Louis Wilkens, 37, of Frostburg MD. Both summonses were in reference to an incident that occurred on May 10th, in the area of the Great Allegheny Passage trail in Cumberland. On that date, officers discovered a camp occupied by both Wilkens and Plauger. After being told to clean up the makeshift camp and leave the area, a large amount of garbage and debris were left behind by the subjects. As a result, an Application for Statement of Charges was submitted and a Criminal Summons issued. After being served the summons, Wilkens was released pending trial. Plauger was placed under arrest on other unrelated charges.

On Wednesday, May 7th, 2025, the Cumberland Police Department served a Criminal Summons on Kara Inez Miller, 37, of Cumberland, MD. The summons was in reference to an incident that occurred on May 2nd, in the area of Williams St and Maryland Ave. During the incident, it is alleged that Miller had approached a vehicle stopped at a traffic signal and attempted to get the occupants to roll down the window. When the occupants did not comply, Miller began to yell and strike the vehicle, causing damage to it. On this date, Miller was served the summons and released, pending trial in District Court.

CHARGES – Disorderly Conduct, Destruction of Property.
