Cumberland Police Make Arrests

BENCH WARRANT SERVED/CDS ARREST

 

On Saturday, June 11, 2022, an officer of the Cumberland Police Department located Kelsie Riggleman in the area of Bedford Street and Linden Street. Riggleman was arrested on an active bench warrant issued by the District Court of Allegany County for failing to appear in court for a CDS related offense. A search incident to arrest revealed that Riggleman was in possession of a quantity of controlled dangerous substance, CDS controlled paraphernalia, and CDS paraphernalia. Riggleman was transported to Central Booking. She was later seen by a District Court Commissioner and released on her personal recognizance.

ON-VIEW CHARGES: CDS-Not Marijuana (x2), CDS Admin Equip, CDS Possess Paraphernalia

 

 

 

BENCH WARRANT SERVED

 

On Saturday, June 11, 2022, the Cumberland Police Department served a bench warrant on Jessica Miller. The warrant was issued as a result of Miller failing to appear her court case. Miller was originally charged with Trespassing. She was arrested and transported to Central Booking. She was later seen by a District Court Commissioner and released on a $1,500 unsecured personal bond.

TRESPASSING ARREST

 

On Saturday, June 11, 2022 at approximately 6:53 PM, officers of the Cumberland Police Department responded to the first block of Maple Street for a male subject causing a disturbance on the porch of a vacant residence. Upon arrival, police contacted the complainant who advised that Christopher Kaylor has been staying in the back yard of the residence and frequently causes disturbances. Kaylor had previously been told to stay off of the property. Officers contacted Kaylor and placed him under arrest. He was transported to Central Booking. Kaylor was later seen by a District Court Commissioner and remanded to the Allegany County Detention Center on a $1,500 bond.

CHARGES: Trespassing: Private Property, Litter under 100 lbs, Disturb the Peace

CDS Arrest

    On September 12, 2014 during the early evening hours, a Cumberland City Police officer on routine patrol in the area of Fayette Street observed a subject wanted on an outstanding arrest warrant for previous theft charges.  The officer confirmed the warrant, and as a result, Joshua Aaron Pifer, 28 of Corriganville was placed under arrest.  Upon searching Pifer incident to the warrant arrest the officer located large quantities of prescription medications in unlabeled bottles on Pifer’s person. Along with the prescriptions, the officers also located suspected Heroin, needles, and assorted drug paraphernalia.  Pifer was transported to Cumberland Police Headquarters where he was processed for the warrant and additionally charged with the following:

Possession of a controlled dangerous substance with intent to distribute – 2 counts

Possession of a controlled dangerous substance – 4 counts

Possession of CDS paraphernalia – 2 counts

Unlawfully removing prescription labels – 3 counts

Arrest Warrant charges:  Theft $1,000 to under $10,000 – 2 counts

Pifer was processed and transported to the Allegany County District Court for a bond hearing.  Pifer was held on a $10,000.00 bond for the CDS related charges and $5000.00 bond for the warrant.  Pifer was transported to the Allegany County Detention Center to await a bond review.

 

Domestic Assault Arrest

    On September 12, 2014 during the early evening hours, Cumberland City Police officers were dispatched to a Lamont Street residence in reference to a reported domestic assault in progress.  Officers arrived on the scene and began their investigation.  The victim in this case was interviewed and alleged that the suspect who was later identified as Andrew Steven Spencer Sr., 26 of Cumberland had choked them and destroyed a cell phone during an altercation.  Officers observed evidence consistent with the victim’s account of the incident and as a result Spencer was arrested and charged with the following:

Assault 2nd Degree – 1count

Malicious Destruction of Property under $1,000.00 – 1 count

Spencer was processed and transported to the Allegany County District Court for a bond hearing.  He was released on his own recognizance by a commissioner.

 

Warrant Arrest

    On September 12, 2014 Cumberland City Police officers served an outstanding arrest warrant on a Cumberland woman for violation of probation charges.  Norma Lee Younger, 63 of Cumberland was arrested and transported to the Cumberland Police headquarters where she was processed for the warrant.  Younger was subsequently transported to the Allegany County Detention Center where she was held without bail pending an appearance in the Allegany County Circuit Court.
