Cumberland Police report

On Tuesday, January 10th, 2023, The Cumberland City Police arrested William Joseph Dibuono, 54, of Cumberland MD. Dibuono was arrested on an active Bench Warrant issued by the Allegany County Circuit Court on December 21st, 2022. The warrant alleged Dibuono failed to appear in Circuit Court on that date for previous fraud and theft charges. He was taken before the District Court Commissioner his Initial Appearance where he was remanded to the Allegany County Detention Center. He is currently being held without bond.

On Tuesday, January 10th, 2023, The Cumberland City Police served a Criminal Summons on Malikai Malik Metz, 18, of Cumberland MD. The summons was in reference to an incident that occurred on December 27th, 2022, in the area of Seymour St. During that incident, it is alleged that Metz confronted and assaulted a male subject there, before leaving the area on foot. Metz was served the summons and released, pending trial in District Court.

On Saturday, December 31st, 2022, the Cumberland City Police responded to a business in the 200 block of Franklin St. for the report of a theft in progress. Officers were advised that 2 female subjects were currently taking items from the business. Upon arrival, officers located the two females still on the property. Both were found to be in possession of stolen property. As a result, Kimberly Dawn Hughes, 46, and Jessica Nicole Porter, 34, both of Cumberland MD, were arrested and taken to police headquarters for processing. Both were issued criminal citations for theft and released, pending trial in District Court.

***Adult Arrest***
On Saturday, December 31st, 2022, the Cumberland City Police arrested Randy Alexander Serafin, 37, of Cumberland MD. Serafin was arrested on an active Bench Warrant issued by the Allegany County Circuit Court on December 29th, 2022. The warrant alleged that Serafin violated the terms and conditions of his pre-trial supervision that stemmed from a previous theft charge. He was taken before the District Court Commissioner for his Initial Appearance where he was remanded to the Allegany County Detention Center. He is currently being held without bond.

***Adult Arrest***
On Saturday, December 31st, 2022, the Cumberland City Police responded to a business in the 100 block of Baltimore St. for the report of a destruction of property. Officers were advised that a male subject was observed breaking a window at the business. Upon arrival, officers located a male subject matching the description of the alleged suspect. The subject was found to be intoxicated and had hand injuries consistent with breaking a window with his fist. As a result, Daniel Patrick Tsoy, 33, of Potomac MD, was arrested and taken to police headquarters for processing. He was taken before the District Court Commissioner for his Initial Appearance where he was released on his own personal recognizance.

***Adult Arrest***
On Saturday, December 31st, 2022, the Cumberland City Police responded to the area of Canal Place for a disturbance call. Officers were advised that the Cumberland Fire Department was on scene for a medical call and that there were other subjects being disorderly. Upon arrival, officers made contact with the individuals. One subject was observed yelling at EMT’s and officers on scene after repeated requests to cease his disruptive behavior. It was also learned that the same subject was seen aggressively striking a dog in the head multiple times while on scene. As a result, Michael Robert Caswell Jr, 36, of Cumberland MD was arrested and taken to police headquarters for processing. He was taken before the District Court Commissioner for his Initial Appearance where he was released on his own personal recognizance.
