On December 23rd, Officers from the Cumberland Police Department (CPD) were dispatched to a residence on Oldtown Road for a subject barricading himself in the residence. Officers were also to assist Allegany Country Sheriff Department with serving Arthur Tejeno Bunbasi Jr. a Protective Order issued by District Court. Arthur did try to elude law enforcement by jumping out the second-floor rear window. He was located in the woods behind apartment and officially served his paperwork. After being officially served his papers, Arthur destroyed the paperwork and walked away from the area.
Arthur did return shortly after and violated the Protection Order he was just served. Officers did an investigation and confirmed the violation. Arthur was located in bottom floor stairwell of the property. Arthur tried to elude law enforcement a second time, resisted arrest and failed to comply with Officer’s orders. During the arrest, Arthur did try to disarm an Officer of his firearm and taser. He was unsuccessful. The arrest was completed and he was eventually taken to Allegany County Detention Center to await his hearing.

Charges: Violation of Protection Order, Resisting arrest, Obstructing and Hindering, Assault Second Degree on Law Enforcement, Assault Second Degree on Law Enforcement, Assault Second Degree on Law Enforcement, Disarm of Law Enforcement, Disorderly Conduct, Failure to Obey lawful order, Disturbing the peace.

On September 4, 2023 officers of the Cumberland Police Department were dispatched to a residence on Oldtown Road for a report of a domestic assault. Upon arrival Officers made contact with the victim who advised she was punched in the face by her boyfriend, Sean McElwee. Officers observed injuries consistent with the victim’s statement. McElwee was remanded to the Allegany County Detention Center.
Arrest: Sean Patrick McElwee, age 45, Cumberland Maryland
Charges: Assault 2nd degree.
