Police make Assault, Drug Arrests

On Friday at approximately 11:27 AM, officers of the Cumberland Police Department responded to a residence in the 100 block of Grand Avenue for a reported burglary in progress.  Upon officers’ arrival, they contacted a female subject who advised that she was told to leave the residence last night by Chad Turner.   It was later determined that this incident was not a burglary.  The female further explained that on the previous evening, Turner became angry with her and assaulted her resulting in injuries.   After further investigation, Chad Turner was placed under arrest and transported to police headquarters for processing.  He was then transported to Central Booking at the Allegany County Detention Center.  He was later released on his personal recognizance.

At approximately 2:55 PM, officers of the Cumberland Police Department responded to the 100 block of N. Centre Street to check on the well-being of a possible intoxicated subject.  Upon officers’ arrival, they contacted the subject who was staggering and standing in the middle of the street, impeding the flow of traffic.  The subject was identified as Robert Toey.  Toey was placed under arrest and transported to the police station.  Toey was issued a criminal citation and released pending trial.

An officer of the Cumberland Police Department located and arrested Belen Waybright on an active bench warrant through the District Court of Allegany County.  The warrant was issued due to Waybright failing to appear for her court case on March 15, 2022.  She was originally charged with possession of CDS paraphernalia.  During a search of her person incident to arrest, the officer located suspected controlled dangerous substances and paraphernalia.  Waybright was charged accordingly.  Waybright was seen by a District Court Commissioner.  She was released on her personal recognizance for the warrant and remanded to the Allegany County Detention on a $1,000 bond for the on-view charges.

At approximately 3:14 PM, an officer of the Cumberland Police Department observed David Snyder walking on Baltimore Avenue.  Police had received information earlier that Snyder was possibly in possession of controlled dangerous substances.  The officer approached Snyder and Snyder fled on foot, running across the train tracks which is posted as “No Trespassing”.  The officer then initiated a foot pursuit.  The officer was able to catch up to Snyder and place him under arrest.  Snyder’s actions had attracted the attention of several people in the area.  Snyder was transported to the police station.  He was later seen by a District Court Commissioner and remanded to the Allegany County Detention Center on a $2,500 bond.

On Friday,  the Cumberland Police Department served an arrest warrant on Matthew Scott Alburtis charging him with 2nd degree assault.  The warrant was issued by District Court when Alburtis allegedly assaulted his brother on July 27th, 2018 at an Oldtown Road residence.  He was taken before the District Court Commissioner and was released on his own personal recognizance pending trial.

On Friday,  a Cumberland Police Officer was on patrol in the area of E. Oldtown Road when he observed a dirt bike being operated on a City street and the driver was not wearing a helmet.  The officer attempted to stop the bike but the driver failed to yield and fled.  A short time later, officers located the dirt bike on S. Central Avenue disabled and the male that fled earlier was working on it.  Officers took the male into custody who was identified as Dominic Tyler Brown.  Upon his arrest, a quantity of cocaine was located on his person.  Brown was charged with possession of cocaine, eluding a police officer, driving without a license, driving without headgear, negligent driving, and several moving violations.  He was taken before the District Court Commissioner and was he was released on his own personal recognizance pending trial.
