On Tuesday, November 4, the Cumberland Police Department served an arrest warrant on Robert Winner. The warrant was issued as the result of an incident that occurred on February 23, 2025 at approximately 9:17 AM when police responded to the first block of Queen City Drive for a subject attempting to gain entry to vehicles. Officers arrived and identified the subject as Robert Winner. After further investigation, police filed for charges against Winner at the District Court of Allegany County. Winner was arrested and later seen by a District Court Commissioner for a bond hearing. At the conclusion, Winner was released on his personal recognizance.

CHARGES: Disorderly Conduct, Tampering with motor vehicle without owner’s consent
BENCH WARRANTS SERVED
On Tuesday, November 4, 2025, the Cumberland Police Department served two bench warrants on Nathin Schroth. The warrants were issued as the result of Schroth violating probation on original charges of Burglary-4th Degree-Store and Theft: $100 to under $1500. Schroth was arrested and later seen by a District Court Commissioner for a bond hearing. At the conclusion, Schroth was remanded to the Allegany County Detention Center without bond.

On Thursday, October 2, 2025, Officers of the Cumberland Police Department served two warrants on Deron Elbin. The first warrant was issued as a result of Elbin failing to appear in court for an assault case that was scheduled for September 19, 2025. The second was issued an arrest warrant for escape in the second degree. Elbin was arrested and transported to the Allegany County Detention Center, where he awaits his initial appearance before a district court commissioner.
ARRESTED: Deron Michael Elbin AGE: 50 Cumberland, Maryland
CHARGES: Failure to Appear (Assault Second Degree, Theft less than $100), Escape Second Degree.
Warrant/Summons Served
On Thursday, October 2, 2025, Officers of the Cumberland Police Department served a criminal summons and a bench warrant on Chad Haas. The bench warrant was issued as a result of Haas failing to comply with the terms of his pretrial release. The criminal summons was issued as a result of a citizen's complaint. Haas was arrested and transported to the Allegany County Detention Center, where he was served with the summons and is awaiting his initial appearance before a district court commissioner.

CHARGES: Failure to Comply (Aggravated Animal Cruelty, Animal Cruelty), Assault Second Degree.
