Greene Street Assault Arrest

On Friday July 3, 2026 officers of the Cumberland Police Department responded to Greene St. for a reported assault. Officers observed visible injuries to the alleged victim’s neck, face, and legs. The alleged victim reported that they were approached by Joseph Henry Dowell on Greene St. The alleged victim reported that Dowell tackled them to the ground and struck them in the head with rocks and attempted to strangle them. After the matter was investigated officers were unable to locate Dowell on July 3, 2026. Dowell was later located by officers of the Cumberland Police Department on Saturday July 4, 2026. Dowell was placed under arrest and charged with assault 2nd degree, assault 1st degree, and reckless endangerment. Dowell is currently being held at the Allegany County Detention Center on a temporary commitment issued by a District Court Commissioner.
