Greene Street CDS Arrest

On Friday, September 11, 2026, Cumberland Police Department Officers were on patrol in the area of Greene Street when they observed a male with an active arrest warrant inside a vehicle. The warrant was issued due to Kevin Kimmell’s failure to appear in court in a controlled dangerous substance possession case. Contact was made with Kimmell, who was then placed under arrest for the warrant. While on scene, Officers located controlled dangerous substance paraphernalia. Kimmell was issued a criminal citation for the paraphernalia and transported to the Allegany County Detention Center for the warrant.

Additionally, a second arrest was made from the incident. The operator of the vehicle, Dawn Rost, was also placed under arrest for paraphernalia possession. She was issued a criminal citation and later released pending her trial.

CHARGES: Failure to Appear (CDS Possession), CDS Paraphernalia Possession.

ARRESTED: Dawn Lee Rost, 61, Cumberland, MD.
CHARGE: CDS Paraphernalia Possession.
