The Allegany County Board of Education has begun its budget process in earnest and a key to stabilizing the fiscal picture is expected to come through negotiations with the teachers union. Some critics believe the benefits package provided for teachers and their families needs adjusted with less of the cost being covered by the board, and more by the teachers.
