State Senator George Edwards is hoping the third time will be the charm as he will once again sponsor an Open Space Incentive Program bill. Since large amounts of Allegany and Garrett counties are owned by the state — taking the land off state tax rolls — the payment in lieu of taxes plan works to protect rural counties by requiring the state to give a portion of those funds back to the county.
