Although it was a relatively upbeat “state of the city” address, Cumberland Mayor Brian Grim emphasized this week that the city and its citizens have some difficult choices to make in the near future. Grim described the state of the city as “strong” but said that as the budget process for FY 17-18 is set to get underway- choices have to be made.
