District 1C Delegate Mike McKay issued the following statement today:

As a proud Maryland State Delegate, I stand firmly with Governor Larry Hogan in his commitment to fully repeal the 2016 Transportation Scoring Bill – better known as the Road Kill Bill – during this year’s upcoming legislative session. This terrible law, HB 1013, was crafted behind closed doors and pushed through the General Assembly last year with little debate, despite clear concern from myself and other legislators, Governor Hogan, and the Maryland Department of Transportation.

This law does nothing to move Maryland’s transportation priorities forward; it is simply a thinly veiled power grab designed to limit the authority of local jurisdictions and the executive branch to determine which transportation projects should be funded. Now, thanks to the scoring system mandated by this legislation, all but seven transportation projects statewide will be completely defunded unless the law is fully repealed. This includes in Allegany County, US 220 – Upgrade & relocate US 220/MD 53 from I-68 to Cresaptown. In Washington County I-70 Interchange improvements at MD 65 and I-81 Reconstruction from West Virginia line to Pennsylvania line would also be eliminated.

Since taking office, Governor Hogan has consistently worked in a pragmatic, bipartisan fashion to bring leaders from both sides of the aisle together to come up with solutions to the problems facing our state. As we prepare to return to Annapolis in January, I call on the leadership in the General Assembly and all of my colleagues to work with Governor Hogan to fully repeal the Road Kill Bill and return to the fair allocation of transportation funding to all jurisdictions.
