Trust Between Local And State Governments At An All-Time Low

It appears as though trust between local and state governments in Maryland may be at an all-time low- particularly in light of actions approved last week by the General Assembly in Special Session. The action that has the most potential for causing fiscal turmoil for years to come for county governments is the shift- over the next four years- of the cost of teacher pensions from the state to the locals. While Allegany County will receive a disparity grant in the fiscal year beginning July 1 to off-set year one’s cost to the county- there are no guarantees similar grants will be offered in the following years. County Commissioners President Mike McKay said he even questions whether the agreed upon disparity grant will come through this year- let alone the waning years…
