July 7th, 2015 by WCBC Radio

On Monday evening, 07/06/2015, 36 year old Devin Terrell Joyner turned himself in to the Cumberland Police  and was arrested and charged with Kidnapping, 2nd Degree Assault, and related charges in connection with the alleged abduction of 16 year old Erica Lucinda Sue Taylor.

The charges are the result of an incident which occurred on 06/30/2015 when the Cumberland Police responded to an incident in the 200 block of Maryland Avenue at 2:31 PM for a reported assault. Upon arrival officers were advised by a witness that Taylor had been physically assaulted by Joyner and that Joyner was seen pulling her away from the scene against her will prior to police arrival. At that time an intensive search, that included the use of K-9 tracking dogs and other resources, was initiated by the Cumberland Police. Numerous law enforcement agencies, including the Maryland-National Center for Missing and Exploited Children, the FBI, the Maryland State Police, the C3I Narcotics Unit, and C3I joined in as the search continued over the next several days.

Taylor was not with Joyner at the time he turned himself in. Law enforcement developed information on her whereabouts, and was able to locate her safe and unharmed

Joyner was taken before a District Court Commissioner for an initial appearance. He is currently being held at the Allegany County Detention Center without bond pending his next court appearance.

The investigation is continuing.
