BoE President Farrell Wants New Chief Of Security & Additional School Resource Officers

Allegany County Board of Education President Robert Farrell would like to see the board create the position of chief of security. Farrell, at one point, served as the board’s security director until that position was essentially eliminated. Since then, security issues have since been covered by a number of individuals in the system. Farrell said he believes its time to hire a new chief of security, in addition to placing a school resource, or security officer in every school in the system…

 

Board member Tammy Fraley objected, saying that the proper procedure calls for the board to direct the superintendent to study the situation and to make a determination as to whether creating a new position is necessary. Board member Deb Frank also voiced concerns- saying it appears as though this is an effort to push the proposal through without proper vetting…

    Still settling scores . . . A great idea – with funding being reduced, let’s bring back a redundant position in administration. I wonder which retired Trooper Mr. Farrell has in mind for this special plum? Why is the sheriff’s office not handling this?

    Yes, the circus is still in town. It’s not going to get better, that’s for sure.

    Fraley and Frank are negligent in not articulating the fact that “The Wizard of Oz” Cox did not provide any data, justification, and analysis that supported eliminating the school safety position. The “Wizard of Oz” made a recommendation not supported by any study and the rubber stamp board that worked for HIM made it tantamount to a unilateral decision made by “Wizard Cox.” Fraley should consider recusal on this issue due to the interest she has by her husband working as a SRO. Any change may indeed affect the need for his assignments. As in the case of any board member receiving any taxpayer funds to house staff for the Chinese immersion program, even the appearance of personal benefit requires recusal. Indeed, any board member who received such compensation should repay all funds received plus the interest the funds that went to her cost by those funds going to her personal bank account and not to students and teachers. It is past time for a board of education that provides oversight of a superintendent that, to many has appeared as a self-employed executive who has no oversight and no accountability. The voters, with great force spoke clearly. It is also time that this superintendent stop posturing to marginalize the elected board president and secure a status quo that allows him to exercise authority with no oversight.
