City Police Has Busy Tuesday

On July 30, 2019 Cumberland City Police served a criminal summons on Reginel Dechalus, age 34 of Cumberland, Maryland.  The summons was issued after a private citizen filed an application for charges against Dechalus at District Court alleging Dechalus stole her credit card.  Dechalus was served with the summons and released pending a trial date in District Court.

Charge: Theft

 

Arrest Warrants Served

On July 30, 2019 Cumberland City Police served two arrest warrants on William Orva Mosher 3rd, age 27 of Bel-Air, Maryland.  The warrants were issued by a District Court judge after Mosher failed to appear on two separate cases related to child support.  Mosher was processed, served and taken before the District Court Commissioner.  Mosher was held in the Allegany County Detention Center without bond.

Charges: Two Bench warrants for failure to appear

 

Arrest Warrant Served

On July 30, 2019 Cumberland City Police served an arrest warrant on Angela Deanne Guinn, age 52 of Flintstone, Maryland.  The warrant was issued by a District Court Judge after Guinn failed to appear in District Court on previous charges.  Guinn was processed, served and taken before the District Court Commissioner.  Guinn was held in the Allegany County Detention Center without bond.

Charge: Bench warrant failure to appear.

 

Body Attachment Served

On July 30, 2019 Cumberland City Police served a body attachment for failure to appear on Jessica Nicole Gibbs, age 28 of Cumberland, Maryland.  The warrant was issued after Gibbs failed to appear for a child support hearing earlier this month.  Gibbs was processed, served and taken before the District Court Commissioner.  Gibbs was released on her own personal recognizance.

Disorderly/Resisting Arrest

On July 30, 2019 an officer from the Cumberland City Police Department was on patrol in the area of South George Street and Baltimore Street when he observed a male laying face down on the ground in front of M&T Bank.  The officer made contact with the subject identified as, George Anthony Warren.  Warren was advised by the officer that he was trespassing on posted property owned by M&T Bank.  Warren was asked by the officer to leave the area or he would be subject to an arrest.  Warren told the officer that he was not leaving and continued to sit on the posted property.  Warren eventually left the property after arguing with the officer.  As Warren was walking away from the area he began to yell back at the officer creating a disturbance.  Warren was contacted and advised to lower his voice.  Warren failed to obey the officer’s orders.   Officers advised Warren he was under arrest.  Warren resisted the officer’s arrest and a brief struggle ensued.  Warren was eventually taken into custody and transported to the Cumberland City Police Department for processing.  Warren was processed, served and taken before the District Court Commissioner.  Warren was held in the Allegany County Detention Center on $1,000 bond.

Charges: Disorderly Conduct, Failure to obey, Trespassing and Resisting Arrest.

    Mr. Warren was probably just trying to get a better vantage point of the plans for the Baltimore Street redevelopment project.
