Foote Concerned with Alleged Discussions After Meetings

Allegany County School Board member Wayne Foote says he has concern that his fellow board members and the school superintendent routinely get together for discussions following public meetings – often in the conference room at the central office- and without his being present. While elected officials are permitted to talk outside of public meeting sessions- if there is a quorum- they would be prohibited from discussing policy or other board of education business.  Foote says he long has suspected these get-togethers have been taking place and finally decided to see for himself.  Following Monday night’s meeting Foote said he remained outside of the central office for about a half hour and when he did re-enter the building he found that the other board members were in fact gathered in the back room. Board vice president Tammy Fraley, who is certified in the open meetings law, said since no board business was being discussed, there was no problem…

    I don’t know any of the board members, or Mr. Foote, but from reading the news, I have the opinion that Mr. Foote’s actions are rather “creepy.”
    He sneaks into schools, unannounced, which really bothers me! No one should be able to do that! He enters a classroom and makes an inappropriate comment to the teacher, in front of students. He is creeping around outside of buildings and looking for board members to be meeting without him present. He sounds paranoid, to say the least. Get a grip man!

    I am very supportive of Mr. Foote for this vary reason. He is trying to bring light to a board
    that seems to want to hide the things they do.
