Paul Kelly is in his final week as executive director of the Cumberland Economic Development Corporation- having announced his resignation last month with a planned August 31 end date. The CEDC was created in 2015 by a vote of Cumberland's mayor and City Council to conduct economic development within the city limits. Kelly left private law practice in 2017 to take the CEDC position. Among the key projects Kelly has been overseeing is the Baltimore Street Renovation. The $9.6 million project, expected to begin next year, includes reinstalling Baltimore Street through the downtown pedestrian mall. During his final CEDC meeting, Kelly provided an update on what could be the organization’s signiature project. He said despite rumors to the contrary, the project remains on schedule, and he would not expect any significant change in the projected budget.

Still not fully funded, still not a single brick touched, still has (most) merchants against, and still has most citizens against the project… is this really something Kelly wants to point to being his signature project? Miller will foul this up just as he and Kelly have fumbled that boondoggle called Rolling Mills their original signature project.

It hasn’t even been put to bid because the design isn’t finished. The whole board and city council would be FIRED IF THIS WERE PRIVATE SECTOR
