A large-scale trunk or treat Halloween event was held in the White Oaks Plaza in South Cumberland Thursday evening, but reports are that many people attending were not following CDC COVID guidelines. Callers to WCBC's "Dave Norman Show" expressed concern. Cumberland Mayor Ray Morriss said the event was not city sponsored and he advised any groups or organizations holding such activities to follow the protocols.
