On Monday, March 22nd, 2021 a Cumberland Police officer on patrol in the Park Street area observed two adult males harassing and using profanity directed towards a mother and her two children that were walking in the area. The officer contacted the males who were identified as Melvin Eugene Mumma and Tyler Cloud Dixon. Both were issued criminal citations for disorderly conduct and released pending trial at District Court.
Melvin Eugene Mumma Sr. age; 73, Cumberland, Maryland.
Tyler Cloud Dixon, age; 36, Ridgeley, West Virginia.
