Two Arrested With Large Amounts Of Heroin

(Frostburg, MD) – On December 30, 2019, members of the Allegany County Narcotics Task Force, with the assistance of the Cumberland City Police Department, Allegany County Sheriff’s Office, Maryland State Police Cumberland Barrack and Garrett County Narcotics Task Force, executed a search and seizure warrant in the 16000 block of National Hwy., Frostburg, Allegany County, MD.

The search warrant was the result of an investigation by the Allegany County Narcotics Task Force into the distribution and sales of heroin in the Allegany County area. During the subsequent search, Allegany County Narcotics Task Force investigators located large amounts of heroin packaged for resale. Also located were scales, CDS packaging material and U.S. currency.

As a result, Justin Devan Johnson, 34, of Baltimore was arrested and charged with the following:

- CDS POSS W/INT TO DIST HEROIN
- CDS: POSS-NOT MARIJUANA

Johnson was taken before a District Court Commissioner where he was held without bail. Johnson’s bail was later reduced to $15,000. Johnson posted bond and was released.

Investigators with the Allegany County Narcotics Task Force continued their investigation into Johnson distributing heroin after he was released.

On January 7, 2020 investigators with the Allegany County Narcotics Task Force, with the assistance of the Allegany County Sheriff’s Office, Cumberland City Police Department’s C.E.R.T. Team, Maryland State Police Cumberland Barrack, and Garrett County Narcotics Task Force, executed a search and seizure warrant in 12000 block on National Hwy., Lavale, Allegany County, MD.

During the subsequent search, investigators located felony amounts of heroin packaged for resale. Also located was CDS packaging material and U.S. currency. As a result, Johnson was again arrested. Also arrested was Morgan Paige Grubb, 31, of Cumberland.

As a result Johnson and Grubb were charged with the following:

- CDS POSS W/INT TO DIST HEROIN
- CDS: POSS-NOT MARIJUANA

Johnson and Grubb were both held without bail after a hearing with a District Court Commissioner.

    If found guilty give them the maximum penalty when they get out of jail send this piece of crap back to Baltimore

    The guy has numerous previous arrest for various things, a few are; armed robbery, possession of heroin, possession of an illegal firearm. How in the world can bail only be 15K? Another plea deal so this upstanding citizen can get out, sell more drugs…rob folks with a gun and many other things. Look for yourself. It is easy to find. What is S.A. Twigg thinking????
