Allegany County Sheriff’s Office Warrant Sweep

On Friday, November 21, 2025, the Allegany County Sheriff’s Office, in partnership with Maryland Department of Corrections Warrant Unit, Maryland State Police – Barrack C, and Homeland Security combined resources to conduct a comprehensive warrant sweep for 44 active warrants. As a result, the following individuals were apprehended. Russell

Joseph Owens, 37 of Cumberland, was arrested on a Circuit Court warrant for Violation of Probation. His original conviction was for Conspiracy: CDS: Possession with Intent to Distribute: Narcotics where he appeared before Judge Michael Twigg and received an 8-year jail sentence with all but 23 days suspended along with 3 years supervised probation. He is currently being held without bond at the Allegany County Detention Center. Jo Lynn Crites, 37 of Cumberland, was arrested on a Circuit Court warrant for Failure to Appear for a Violation of Probation hearing. Her original 2022 conviction was for: Conspiracy: CDS: Possession with intent to Distribute: Narcotics where she appeared before

Judge Michael Twigg and received a 15-year jail sentence with all but 3-years suspended along with 5-years supervised probation. She is currently being held without bond at the Allegany County Detention Center. Justin Russell Smith, 34 of Frostburg, was served on a District Court Arrest Warrant – 1st and 2nd Degree Assault, and Reckless Endangerment. He was initially held without bond, however, on his bail review on 11/24/25 before Judge Karen Friedman, he was released on his own Recognizance Robb

William Pataski, 52 of Cumberland, was arrested as a Fugitive From Justice. Pataski is wanted out of Washington County, PA for Stalking – Repeatedly Communicating to Cause Fear and Harassment – Communication Lewd, Threatening, Etc Language. He was held at the Allegany County Detention Center until 11/25/25 when he was extradited to Pennsylvania. He is currently held without bail in Washington, PA as there is a serious safety concern for the victim and family.

Larry Joseph Oakes, 47 of Lavale, was arrested on his 6th Circuit Court Body-Attachment warrant for Failure to Appear for a Child Support hearing. He was released after posting $100 cash bail.

Kevin A. Apgar, 47 of Westernport, was arrested on a Frederick County District Court warrant for the 2nd time he Failed to Appear. Apgar's charges include: CDS: Possession-Not Cannabis, Driving Motor Vehicle on Highway Without Required License and Authorization, Knowingly Driving Uninsured Vehicle, Driving Vehicle on Highway With Suspended Registration, and Driving Vehicle Without Adequate Rear Registration Plate Illumination.He was held without bond pending extradition to Frederick County where he was released on his own recognizance by Judge Eric Schaffer.
